This plaque was erected four years after the death of Carter, on June 5, 1977, at the Science and Culture Center in Charleston, West Virginia. The National Historic Marker Project to create one hundred plaques each year, honoring prominent black Americans, was started in 1975 and continued for two years due to funding from the Amoco foundation.
