• Bill Norton Measures Length of Bathing Suits

  A black and white photograph of Bill Norton, the bathing beach "cop" using a tape measure to determine the distance between the bottom of a woman's bathing suit and her knee. Colonel Sherrill, the Superintendent of Public Buildings and Grounds issued an order that suits must not be less than 6 inches from the knee.
