My dear Carter
Many thanks for your letter. I am very sorry indeed for your continued difficulties with the Government, -illegible- but may not the change of Ministry make matters a little easier for you? I do hope so for it would be a thousand pities if your energies were to be diverted from the carrying on of this most important work by some troublesome litigation with the Government, who are always a difficult opponent & with whom [page 2] the Court of Appeal are too often inclined to side.
I quite understand your wishing for Maxwell's advice which I am sure will be valuable.
Many thanks for your sympathy. I am glad to say I am well again now, and up to the neck in a heavy arbitration case.
